At this critical point in time, USD needs a serious candidate with the leadership experience to see USD’s re-development succeed and I am the best candidate to accomplish this.  Having served as USD’s Environmental Health and Safety Program Manager for thirteen years, I am intimately familiar with and strongly support USD staff’s plan.

The Budget

$1 billion in improvements, but no funding source?

Union Sanitary is in need of major upgrades to the sewer infrastructure. The Union Sanitary Capital Improvements Plan for the next 20 years estimates a need for $1.02 billion in projects.  They also have an Enhanced Treatment and Site Upgrade Program with projects estimated to cost $557 million. These projects are to help meet new environmental requirements and provide a new campus for the administration, operation and maintenance of the facilities. The board of directors has not established a method to finance these costly improvements which may result in environmental endangerment, debt, higher rates, or all three.  Without a solid financial plan, the project will fail.

The sanitary sewer system is one of the main components of maintaining public health in our community and minimizes the impact we have on our environment. The much-needed planned upgrades will improve water quality for our environment and assure the public health of our families.

My wife of over 40 years and I have 2 daughters and 6 grandchildren. I am a veteran, a retired Safety Manager and I enjoy sharing my love of boating on San Francisco Bay.   I am a strong proponent of forward-looking visions and fiscal policies that support our families.
